A special election is set to take place in Orange and Osceola counties to choose a new state representative for Florida House District 35. Fred Hawkins, the former representative, stepped down from his legislative position to assume the presidency of South Florida State College.
This district encompasses a significant area of Orange County east of State Road 417, as well as a portion of Osceola County. Mark your calendars for the special general election primary on November 7, 2023, followed by the general special election on January 16, 2024.
In an exclusive interview with Nonahood News, Laureate Park resident Tom Keen, a candidate State Representative for District 35, shares his perspectives on Florida and his determination to make a difference. Keen, a retired U.S. Navy Commander, brings a unique blend of experience to the table, and he’s not afraid to speak his mind.

Tom, you’ve lived in Lake Nona for almost 10 years. I’d love to learn more about your connection to Lake Nona. What initially drew you to this community?
Tom Keen:
Lake Nona is an exceptional community that combines innovation, growth, and a strong sense of belonging. When I first came to Lake Nona, I was struck by its unique blend of technology and nature. The Medical City and the cutting-edge research institutions here particularly appealed to me. I saw an opportunity to be part of a community that is driving positive change not only in Florida but also in the broader world.
AM:
What do you love the most about living in this community?
TK:
What I love most about Lake Nona is the sense of unity and collaboration among its residents. It’s a place where people from all walks of life come together to contribute to the betterment of the community. The focus on education, healthcare, and sustainable living is truly inspiring. The strong sense of community pride and the willingness to work together for a common goal is what makes Lake Nona a special place to live.
AM:
Why did you decide to run for office to represent District 35?
TK:
District 35 is a diverse and vibrant community with unique needs and challenges. I believe my background in both military service and the civilian world equips me to understand and address the issues that matter most to the residents here. I’m running to be their voice, to fight for their concerns in the state legislature, and to work towards creating a more inclusive, prosperous, and sustainable future for District 35.
AM:
As you engage with residents of District 35, what are the most pressing concerns you’re hearing from them?
TK:
As I engage with District 35 residents, their pressing concerns include high property insurance costs, rising rents, increased grocery expenses, and the need for affordable housing. I’m committed to directing dedicated funding toward genuine affordable housing solutions and addressing the affordability of home insurance to help families maintain their homes. I’m hearing a lot of concern about the need to defend reproductive freedoms and personal freedoms. I’m listening closely to their worries and advocating for solutions that will make a positive impact on their lives.
AM:
Your vision for Florida is undoubtedly important to your campaign. Could you share more about that vision and how you plan to bring it to reality?
TK:
My vision for Florida is one of progress, unity, and equity. I envision a state where every citizen has access to affordable healthcare, where our education system is a beacon of excellence, and where our environment is protected for generations to come. I plan to work with fellow legislators, community leaders, and residents to create policies that promote economic growth while ensuring that no one is left behind. By focusing on collaboration and evidence-based decision-making, we can transform this vision into a reality.
AM:
Your military service extended for over two decades. How did the Navy influence your personal growth and perspective?
TK:
The Navy provided structure and discipline that guided my personal growth. It taught me the value of setting goals and working hard to achieve them. More importantly, it instilled in me a sense of duty, honor, and commitment to something greater than myself. It taught me the importance of teamwork, leadership, and adaptability. These qualities have shaped my perspective and approach to life, and I carry them with me to this day.
AM:
Could you share a memorable experience from your early days in the Navy?
TK:
The first night in the barracks during Officer Candidate School (OCS) stands out. We had been warned that it wouldn’t be an easy transition, and that first night was a real eye-opener. The drill instructors were intense, and they made sure we understood the level of discipline and commitment required. They advised us to be “sleeping at attention,” which meant very little sleep that night. It was a memorable introduction to the rigors of military life.
AM:
It’s evident that you’re a multifaceted individual with a unique background. What’s something that people might not fully understand about you, or perhaps have misconceptions about?
TK:
One thing that people might not realize is the depth of my commitment to service. Beyond my military career and community involvement, I’m deeply dedicated to creating positive change. Whether it’s through volunteering, mentoring, or engaging in grassroots initiatives, my passion for service is at the core of who I am. I’m driven by the belief that we all have a responsibility to contribute to the betterment of our communities and our society as a whole.
Ashley Mejia:
You’re running for political office in a highly competitive environment. How do you plan to navigate the challenges of campaigning?
TK:
I’m leaning into who I am. I’m not afraid to use my voice, share my experiences, and speak out on issues that matter. The fact that I’m a veteran sets me apart, and I’m embracing that distinction. It’s about being genuine and transparent in my campaign, and I’m excited to connect with voters who value authenticity.
AM:
Finally, with the election approaching, why should the residents of District 35 cast their vote in your favor?
TK:
Residents of District 35 deserve a representative who is genuinely invested in their well-being and who has a proven track record of service and leadership. I bring a unique perspective that combines military discipline, civilian expertise, and a commitment to the community’s needs. I’m not just promising change; I’ve dedicated my life to making a positive impact.
